Not only was Katherine opposed to it, I think that the Emperor realized that, politically, it could be a bad move for him. We saw from "The Tudors" how often allegiances could shift; England and France could be allies at one point, enemies another, friends a year later, etc. It would also have been a difficult undertaking for him. Even if many of the English people sympathized with Katherine, Henry was still quite popular and I would say that the majority of them would have sided with him if a foreign ruler attacked England and I would say that the Emperor was aware of that. Family pride and loyalty would have to be balanced with the fact that he could find himself needing to have friendly relations with Henry in the very near future. Look how quickly he made overtures of friendship towards Henry once Katherine was dead.
